Dien Ban Town was officially recognized in 2015. In just a few years, the speed of urbanization and urban renewal in Dien Ban Town have taken place at a fairly fast pace, many new urban areas formed to create a fresh face for this young town. However, if the urban development is so fast, but lack of vision, lack of urban development philosophy and especially weak urban management, in only a short time, asynchronous and patchwork will appear. One of the reasons is that Dien Ban hasn't been paying attention on a very important element of the urban: the people - they are both the subject and the direct beneficiary - in the process of managing and operating the urban.
It is said that when it comes to urban management subjects, people immediately think of state management institutions. As a result, when it comes to management improvement, the focus is only on the functions, tasks, decentralization and the relationship between state agencies. Because by the conventional way of thinking, only state's regulations can (and they have the right) to manage urban areas. In fact, there are many other factors directly or indirectly affect the urban management process such as investors, donor organizations, NGOs and common people in the town - townspeople. The experience of many countries showed that if only "frame" the improvement of urban management by state institutions, it is difficult to have an optimal management mechanism. Moreover, state resources increasingly do not meet the needs of urban development, so the involvement of other actors outside the state becomes necessary, especially resources from the people. In a certain sense, promoting the role of the people in urban management is the right way to meet the aspirations of the people and express the role and rights of the people in building urban management in particular, in socio-cultural-social development in general.
Clearly, the urban population is both subject under controlled of urban management but also involved in urban management. If there are a right orientation and encouragement of the active participation of the townpeople, the management of urban areas will be more favorable. To do that, the first is that requires those responsible for urban construction management to "see" this resource, the involvement of people in urban management is essential and inevitable. Then there are positive and practical moves to "pull" people into urban management. Specifically conducts research on people's needs as the basis for urban governance policies. Especially in the process of building urban lifestyle. Next, engage the participants and change their behaviors, build a positive lifestyle. In parallel, it must promote the activities of social organizations and forms of self-management.
In the past time, in the management, construction and urban planning, we have not attached exaggerated importance to the role of the people, have not fully realized their potential and have not put them right on the role, location needed. In other words, the relationship of people in urban management has not been established, so the participation of people in urban management is still unclear. In the process of urban development, if without the participation of urban dwellers - urban social actors, it is impossible to build a city according to the subjective expectations of the people in charge of urban management - “Dễ trăm lần không dân cũng chịu, khó vạn lần dân liệu cũng xong”!
Urbanization and urban management are directly related to all aspects of people's lives. Thus, in order for urbanization and urban development to succeed, or more broadly in order for sustainable urban development, it is necessary to well implementing participation of people in the areas of urban life especially in management, planning, site clearance, resettlement. The reality in many cities showed that, when building "e-government," "smart city" but the government "forget" that about whether the people of that city agree, the level of satisfaction, how are their views.
It must be said that in any community, values, needs and qualities are not always identical. Thus, the "weigh, measure, count" opinions and satisfaction of people in the development process, urban management in different aspects, are the basis for the assessment the quality of urban development avoiding the case of "running and lining up" in urban management today. It should be said that the "measurement of people's satisfaction" is not the ultimate goal but the purpose of social management is "popular." But to "be popular" is not easy, it is not easy to solve problems that affect their practical benefits (tree, house, garden, worship area, sacred memories with native soil...).
In order to get full encouragement of the people, it is thought that leaders of Dien Ban Town who are directly urban management officials must publicize democracy and organize dialogue with the people. only then, the voice of the people is "getting to the destination" and vice versa, the people have "source of inspiration" to participate in the process of urban management in the place where they live.
