The People's Committee of Dien Ban town developed the detailed plan No. 208/KH-UBND on December 9, 2022 with many activities to celebrate the 60th anniversary of the friendship of Hoang Hoa - Dien Ban. Dien Ban will build the monument of Heroic Old Militant Hoang Truong in the sub-park of Dien Minh stadium, Dien Ban town.

During the years of resistance war against the US to save the country, implementing the spirit of "Unity, great national unity" of President Ho Chi Minh, under the direction of the Party Central Committee; Northern provinces and districts organized twinning with Southern provinces and districts, to create strength to unite, fight for independence and freedom for the country.

From the day when the homeland was completely liberated, overcame the consequences of war, restored the economy, stabilized people's lives to the period of renovation, construction and development, Dien Ban has continued to receive encouragement and help from Hoang Hoa's sincere support. The deep bond of affection between Hoang Hoa - Dien Ban has always been the driving force for the two units to steadily move forward on the path of building an increasingly rich and beautiful homeland.

From war to peace, the loyal twinning relationship has always been treasured, preserved and promoted by the Party Committee, the government, the union front and the people of the two units, Hoang Hoa - Dien Ban. The statue of the old soldier Hoang Truong is a practical work marking the solid connection between Hoang Hoa and Dien Ban. Accordingly, Dien Ban will erect a statue of the old soldier Hoang Truong right next to the National Highway 1A (old) section from Vinh Dien to Cau Lau bridge, which is being proposed to be named the road bearing the name Hoang Hoa. And vice versa, in Hoang Hoa, there will also be a street named Dien Ban and a statue of Mother Thu will be erected at a suitable location.

The statue of the old soldier Hoang Truong, the prototype of the artist Le Dinh Quy, was built in 2012 in Hoang Truong commune, Hoang Hoa district, Thanh Hoa province. The work was built on an area of ​​1.2ha, including a memorial area for images and artifacts related to the old soldiers such as: 12.7mm guns, artillery shells, straw hats... The main monument of old militiamen Hoang Truong is 17.1 meters high, weighs 170 tons, standing firmly in the garden area and the landscape is wide open to the sea with its back leaning against the Linh Truong mountain range. At the foot of the statue's pedestal are reliefs carved with crystalline paintings showing brave fighting spirit of Hoang Truong's old militiamen in particular, the tenacious fighting spirit "sharing the fire with the South" to maintain the "great rear in the North" of Hoang Hoa and Thanh Hoa's troops and people.

On 8/8/1967, Hoang Truong Commune Old Militia platoon was established with 18 elderly women and two logistics girls. The platoon consisted of the youngest men at 49 and the oldest one at 69 years old, armed with several infantry guns and three 12.7mm guns ("twelve seven") aided by the naval unit, taking 203 point on hill 82 of Linh Truong mountain range as a battleground. After 15 days of being trained by military officers of the province, district and navy, the platoon performed a sortie ceremony. On October 14, 1967, two F4H aircraft flew in from the sea to bomb 300m away from the battlefield, the Old militia platoon simultaneously opened fire with 92 rounds of 12.7mm bullets, shooting down an F4H. Ten days later, on October 24, 1967, the old militiamen heroically shot down another AD6 aircraft.

The Hoang Truong militia platoon was the first and the only militia unit in the North to shoot down American jets with infantry guns. At the Traditional House of Hoang Hoa district today, Uncle Ho's letter is still kept praising the elderly: "... I am very happy to hear that on October 14, you shot down the 2,400th plane with the infantry gun. I warmly congratulate the glorious victories of you, the old men. With passionate patriotism and deep hatred for the enemy, the elders raised their determination to defeat the American aggressor. It is true that the older, the braver. This is a shining example for the compatriots of the country to bring the cause of anti-Americanism and national salvation of all our people to complete victory. With excellent achievements, Hoang Truong Old Militia platoon was awarded by the State 1 Third Class Military Merit Order and 1 First Class Victory Medal. On August 25, 1970, Hoang Truong was awarded the title Hero of the People's Armed Forces by the President of the Democratic Republic of Vietnam.
