Social policy Credit - Solution for sustainable poverty reduction

In past years, Social policy credit which was performed by the Bank for Social policies contributed importantly promoting poverty reduction, creating jobs, ensuring social security and the process of new rural construction in district locality.

 

With specially preferential credit policy, many poor households and beneficiaries of social welfare in the district have qualify and  demand for getting preferential loans from the Bank for Social policies to invest business and production. The poor are bolder in the loans from those preferential capital sources, the sense of responsibility and the experience of using loans has been raised significantly, contributing to sustainable poverty reduction.

The Trading Department of the Bank for Social policies operated with a total capital of VND 270 billion, in which the balance capital from central was VND 253,4 billion; local budgets were nearly VND 4 billion, bringing the total resource of district budgets  to VND 1 billion in 2014.

The Bank for Social policies timely  disbursed the policy credit capital to the beneficiaries in accordance at transaction points in 20 communes and town. Trading department is implementing 07 preferential credit programs with total outstanding lending over VND 266 billion. In particular, debit balances in lending for poor household was the highest above VND 93 billion accounted for 35 percent, debit balances in lending for students was nearly VND 80 billion accounted for 30 percent, …, the district trading department is implementing many measures to promote the efficiency of each loan program; overdue debts are analyzed the causes in order to have solutions to get capital back and to process. Thus, Overdue debt rates are at low levels were 0.05 percent.

Using the capital efficiently has actively supported to poor households and beneficiaries of social welfare in developing business and production, improving the people's lives, ensuring social security through 07 preferential credit programs. The preferential credit channel through the mode of loan provision entrust through socio-political organizations has promoted the publicity, the democracy and saving costs; the relationships between the Social policy Bank and socio-political organizations,  local administrations and the people has become closer and tighter. Mass organizations has actively propagated about raising lending rates, lowering interest rates for credit programs through which citizens can catch and access to capital. We can say that social credit policy has focused on developing production needs, raising the standard of living of people, associating the credit policies with the implementation of the National target program on new rural construction.

Thanks to simplifying lending procedures, the coordination with socio-political organizations in implementing loan mortgage entrust methods through the Women's Union, Farmers' Association and War Veterans Association has helped disburse capital the right targets, poor households are supported and advised using loans a  and effectively. The poverty-escaped households through preferential loans have actively developed production, animal husbandry, cultivation; Building models sustainable poverty reduction contributed positively to changing the face of Dien Ban rural. In addition, beside the construction of Social security works in the district, policy credit capital has contributed to supplying employment, creating favourable conditions for students in difficult circumstances getting loans serving learning.

Thus, through the preferential capital of Social policy bank, many poor households, low income households, policy household in the district has had the capital supporting business and production development. Loan capital sources managed, allocated and used for the right purpose  appropriately and effectively has gradually improved the material life and spiritual life of the people. Morever, people's confidence in the orientations and policies of our Party and State has been strengthened and enhanced.
