Attending the ceremony, were Mr Huynh Khanh Toan, Member of Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Mr Huynh Tan Duc, member of Provincial Party Committee, Director of Agriculture and Rural Development and representatives of senior representatives of provincial departments, representatives of the leadership of other districts and cities: such as am Ky, Hoi An, Nui Thanh, Thang Binh, Que Son, Duy Xuyen, Dai Loc, Phu Ninh, Nong Son, Hiep Duc.

On the part of Dien Ban district were Mr Le Than, member of Provincial Party Committee, District Party Committee Secretary; Mr. Le Tri Thanh, member of Provincial Party Committee, Chairman of district People's Committe; District Party's Standing Committee; the standing of people's Council, People's Committee, Vietnam Fatherland Front Committee; the leaders of local branches and mass organizations in the district; Former leaders of Quang Nam province, Dien Ban district, and Dien Quang commune through different periods; representatives of Vietnam heroic mothers and large numbers of local people in the commune.

After four-year implementation of the National Target Program on building new rural areas, Dien Quang commune has mobilized local people to donation of 17,700 m2 land and relocated 600 fences to expand the traffic way according to planning. Together with assistance funds directly from program, people’s contribution funds and other support sources of funding, Dien Quang commune concreted nearly 17 km of rural traffic roads, farming traffic roads, strongly building 17 km of drainage and irrigation canals type 3, building newly 9 km hydraulic power lines for cultivated land. Thus, rural infrastructure has been finalized, power systems,  roads, schools, health facilities have been ensured standards according to the provisions. That initially meets the requirement and aspirations of the people. 11/11 hamlets have cultural activity houses. Besides, Dien Quang also focused on building houses for policy beneficiaries, poor households, contributing to increase the total number of houses achieving standards according to the provisions to 94% and there's not temporary houses in commune. Dien Quang Commune has also focused on preferential policies and mechanisms to attract the investments of businesses, through which creating productive employment for hundreds of local workers, raising people incomes above VND 24 million and 300 thousand/person / year, the proportion of poor households is reduced to 3.36%. Total capital invested in program over 136 billion. Among that, funds directly from the capital of the National Target Program on new rural construction is more VND 13 billion and 200 million, Integrated capital is over VND 46 billion, business capital is VND 20 billion, credit capital is VND 26 billion 500 million and people’s capital contributing is over VND 31 billion.

Speaking at the ceremony, Mr Huynh Khanh Toan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee recognized and commended efforts of the Party, government and Dien Quang people and the contributions of the whole people of commune, businesses, association of fellow-countrymen in the construction process Dien Quang commune achieving the National standard  for construction of new rural. He noted that local people need to continue to promote the patriotic tradition, a sense of solidarity, and continue to consolidate and sustain criteria was gained. Striving for Dien Quang commune construction  become typically advanced commune about new rural of Quang Nam province and whole country in 2015 and in the coming years.

At the ceremony, Mr Le Tri Thanh, member of Provincial Party Committee, Deputy Secretary of the District Party Committee, Chairman of District People's Committee recommended  Dien Quang Commune to promote achievements, focus on fully exploiting the potentials, the resources of locality so as to maintain and improve the quality of the criteria. Maintaining the stability and step by step modernizing of the restructuring of farming production. Continuing to link,  joint venture to expand the markets where products are consumed, and increase income of local people.  Developing handicraft and trade in services. Especially calling for direct investment in agriculture. In order to gradually drastically changing the local economic structure. Ensuring stabilize the livelihood of the people and  aiming for enrichment on our homeland.

 On this occasion, Quang Nam Provincial People's Committee presented emulation flag and VND 1 billion to Dien Quang "the commune gained new rural standard 2014"
