Therefore, opportunities - challenges, advantages - disadvantages interweave together in 2015, this one is both the premise and the consequence of that one. This responsibility is extremely heavy and complicated. Levels of government and local corporate fronts must take part together with district, the land clearance work must considered as the political tasks of their localities. If so, urban infrastructure and rural infrastructure can change fundamentally and faster.

Parallel to the direct implement of the Center for Land Development, specialized agencies must work effectively on appraising land clearance profiles, profiles must be constructed properly follow the processes and policy regimes; besides, transparently listing profiles at residential areas and sending to households for people know and participate; appointing staffs to follow closely localities to answer and explain timely for the people. To receive the people's response and to reduce appeals and complaints because of unclearly grasping regimes and policies, district leaders and the Advocacy Committee Clearance - Resettlement  have to strengthen dialogues with local people.

Although internal resources are to be mobilized maximum, the investment capital source from from the district budget only reach 120-130 billion, accounting for about 5 percent of total social investment capital 2.500 billion.  The experience from the first year implementing the month of the traffic road maintenance management (June) have shown the enthusiastic responses of people. Every annual June from 2015, the levels of government and the Front of communes and town have actively implemented this program which not only is for the maintenance and upgrading the roads but also should be for expanding maintenance for other welfare works in areas under the management of local authorities. This is exactly the right and usefull thing to do in the urban construction and the new rural construction.

 Investment promotion, service industry supports

The capital sources of provine and central in the program investing in industrial zone - complex is used to pay the dept and focus on investing in the items of roads and the drains of industrial complexes including An Luu, Thuong Tin, Phuoc Kieu trade village.  For the commercial sectors, it is necessary to make medium-term plans 2015-2020 to attract the investment resources in the Market Quater, markets and supermarkets. In 2015, it is necessary to coordinate and create conditions for investor to complete the Dien Duong market Quarter and to implement preparation investing the Thanh Quyt market Quater. The capital budget will be used to support building and completing the fire protection systems and doing environmental sanitation for 4 markets in according to the support plans on upgrading markets for the 2011-2015 period.

 For coastal tourism, district continues to implement land clearance for projects CYAN and the urban resettlement area in the north of Hoi An  ... In the first quarter of 2015, district is going to hold an auction of land use rights and rearrange shops, kiosks accordance with scheduling in order to make the clean and beautiful beach according to the plan presented and approved.

 For the field of agriculture and rural, Dien Ban continues to invest in maintaining the results of three communes Dien Quang, Dien Trung, Dien Phong which reached new rural commune in 2014; district strive to build five communes Dien Hong, Dien Tho, Dien Phuoc, Dien Hoa, Dien Thang to perfect new rural criterias by the end of 2015. In order to build rural landscape, continue to implement the land transfer for expanding road; it is necessary to expeditiously plant the landmark for the traffic axis of commune and hamlet in according to new rural standard and well manage road boundary, don't allocated land in the road boundary where landmarks were planted, the using purpose of road boundary land is being converted step by step to reduce the cost of land clearance later.

Dien Ban continues implement the regrouping of lands associated with the solidification of canals and interior field traffic; in which concentrating 400 hectares of rice land of five commune Dien Tho, Dien Hong, Dien Phuoc, Dien Minh and Dien Quang. The signed coordination regulation  must be well implemented to create favorable conditions for the power sector operating the project on upgrading the power grid according to funds ADB, KWF, ODA.  School buildings and health stations are invested and maintain continuously to sustain achieved performance such as education, standard schools, standard health stations. It is necessary to integrate the capital of new rural program, budget capital and the mobilized capital source from socialisation into investing additionally in kindergartens, primary schools in Dien Phong, Dien Tho, Dien Thang Nam, Dien Thang Trung, Dien Thang Bac.
