Dien Ban district has essentially become industry district and is in the industrialization and modernization process to transit into Town. Even though living between two developed urbans: Da Nang city and Hoi An ancient town, but the live of Dien Ban people has associated with farm and yard. In recent years, the infrastructure, the public landscapes are invested towards modern urban, but that's just the outside appearance. The important factor to formatting and developing urban lifestyle is the house owner who can use that appearance. This is actually a building process, a long-term transformation by Dien Ban people with their old farm lifestyle that cannot become an urban and industrial man immediately. However, if there is no adjustment, orientation in the beginning, it is very difficult to predict the complex change of social life, while some old values are no longer appropriate, but the new values are not yet formed. The implication of this problem has occurred and had impacts on the people’s life in the district. Trying to find out a concerned matter is law violation problem. In recent years, the situation of law violation in the district has tend to happen in the locals which have the transition towards urban and industry. The majority age of law violation is in young people, from 18 to 35 years old. Although there are many causes and the different cases, the main problem is the shortage thought, is social moral deviance... The industrial flowing, the modern and future of Dien Ban urban need the youth’s spirit and wisdom. Therefore, the orientation in building and forming the cultural-civilized owners is a necessary work.

With the programs, the development targets of Dien Ban urban towards urbanization, building the urban cultural - civilized lifestyle has been interested in implementing by the Party committee, the Government, the Fatherland Front, the Organizations, it seems to be one of the key tasks for building Dien Ban with sustainable development. But how to build, this is still the issue that needs to continue to be put out, adjust to suit the developed reality. Last time, the activities of the steering committee about cultural lifestyle - urban civilization in districts and communes, town in the district had just created the initial awareness. The movement really affects to social life, we should have the content, the methods, the specific routes based on the study about historical and cultural value of the locals in Dien Ban.

At a seminar about the urban cultural - civilized lifestyle by the Department of Culture, Sports and Tourism of Quang Nam provice held in the end of December 2014; Associate Professor, Dr. Huynh Quoc Thang - Head of Department of Application, Culture Faculty, College of Social Science and Humanity – Ho Chi Minh Vietnam National University, Ho Chi Minh City said that: "... The Urbanization turned away from the rural-agricultural society to industrial-urban society, considering the process of rural-agricultural culture institution, which is the traditional ethnic culture foundation will gradually be replaced by the "birth pains" to create industrial urban "child" gradually”. According to Dr. Huynh Quoc Thang, “according to the morality, that “industrial urban child” has to be a good children of agricultural-rural culture mother. However, the reality in Viet Nam current urban, a number of "urban children" became "undutiful" with the traditional denial attitude, national identity lost, inter-power detroy.

With a long history and culture of Dien Ban land and people, the process of building urban cultural - civilized lifestyle today always receive the quintessence of traditional values, this seems to be as steady foundation to build and complete the personality of the future urban owners, building and completing an urban space in the future. Following Deputy Secretary of District Party Committee – Chairman of People’s Committee Le Tri Thanh: "Breaking is too easy, but construction is extremely difficult problem. Preserving the traditional villages with cultural lifestyle, the depth human values have existed a hundred years. Urban is still an urban in the planned spaces. The traditional villages is preserved and developed. That will be Dien Ban town apprearamce in the future".

The transition to build the urban cultural - civilized lifestyle in Dien Ban will also encounter many difficulties and challenges. But with the deep concern of the Party committee, the Government and the coordination between the the Fatherland Front, the organizations, the divisions and the consensus, the positive response of the people, Dien Ban homeland, Dien Ban will develop with its’ own tradition, identity but still integrate, co-operate with urbanization and modernization process in the region.
