According to the plan, Dien Ban is going to developing four-level urban as the center for developing Industrial-Commercial-Service culture and tourism in the Northern Quang Nam. Urban Dien Ban is developed following urban cluster model including  coastal urban area, urban areas along Highway 1A are separated by green tree areas, the systems of Vinh Dien river and Co Co river, rural and agriculture development areas. In addition, rural areas is oriented developing into sub-regional such as  subregion Dien Tien, subregion Dien Hong, subregion Go Noi. The north and northeast of Dien Ban are oriented developing sea urban tourism, the south and southwest of Dien Ban are oriented developing tourism and rural. The decision on general planning for urban Dien Ban shown details of space development orientation; orientation of developing  the main functional areas and infrastructure planning.
